I know you asked this question 8 years ago but I thought I'd suggest a possibility. During WWII a German plot to sabotage various targets in the U.S. was foiled. One of those places was the Horseshoe Curve and the Gallitzen Tunnels.

A military guard was places at Horseshoe Curve and other vital places along many railroad rights of way.Since the architecture and building materials used in this structure resemble those of MG Tower, built around that time, this may have been a guard shack. The '40s were still a time when railroads, and corporations in general, built things to last and cared about esthetics.
