This is RPCX #1099, built in 1954 by Pullman-Standard in Lot #6935 to Plan #4190 as CN 7 compartment (7C)-8 seat buffet lounge-open platform observation #1099 BEDFORD, 1 of 2 such cars (the other was #1098 BURRARD). Both carried the same numbers for VIA, and were later retired. The BURRARD operates as a PV, PPCX #800591: http://www.rrpicturearchives.net/rspicture.aspx?id=261953
